This document outlines the Standard Operating Procedure (SOP) for the Division of Domestic Violence (DV), Gender & Child Protection Prevention of the Indonesian Crime Prevention Institute (LCKI). This division serves as a protector of fundamental rights for vulnerable groups and as a driver of education and social advocacy to prevent gender-based violence and child exploitation.
🎯 I. PURPOSE
To improve the effectiveness of prevention and handling of domestic violence, gender-based violence, and violations of children’s rights through educational, advocacy, and cross-sector collaborative approaches.
💼 II. MAIN DUTIES
- Identify and map areas vulnerable to domestic violence and child exploitation
- Develop educational programs and campaigns on gender equality and child protection
- Provide legal and psychosocial assistance to victims
- Establish cooperation with the Ministry of Women’s Empowerment & Child Protection (PPPA), Komnas Perempuan, Komnas HAM, and child protection institutions
- Prepare investigative reports and policy recommendations
- Organize training and community forums for early detection and prevention
📋 III. WORK PROCEDURES
- Identification & Mapping
- Collect data on domestic violence, sexual violence, and child exploitation cases from the community and media
- Develop risk maps and profiles of vulnerable areas
- Conduct field observations and interviews with community leaders
- Education & Campaigns
- Develop educational materials on gender equality, positive parenting, and children’s rights
- Organize seminars, training sessions, and public campaigns
- Disseminate educational content through social media and LCKI’s official publications
- Assistance & Advocacy
- Provide counseling services, medical referrals, and legal aid to victims
- Draft assistance letters and policy recommendations for relevant institutions
- Coordinate with the Legal & Human Rights Division for handling severe cases
- Strategic Partnerships
- Collaborate with government institutions and civil society organizations
- Draft MoUs for data exchange and joint training
- Participate in national forums on women and child protection
- Monitoring & Evaluation
- Prepare reports on social impact and program effectiveness
- Conduct satisfaction and participation surveys within communities
- Submit evaluation results to the Chairman and Advisory Board
📌 IV. RESPONSIBILITIES
- Ensure confidentiality of victim and whistleblower data
- Submit regular activity reports to the Secretary General
- Maintain accuracy and objectivity in case handling
- Represent LCKI in national forums on social protection
